They are. It depends on where you get electricity, but by and large they're definitely better for the environment. Plus in order to get closer to the possibility of powering cars with green energy, you kinda have to make a move away from fossil fuels. It's a necessary step.

Maybe you can imagine the sort of discussions and conspiracy theory that's been going on here after policies were put in place to promote electric cars. It's been like that for many years now. Like.. they're cheaper when you buy them, you get to use the buss lanes, way less upkeep. Meanwhile, people who'd bought expensive fossil cars were enraged. Conspiracy theorists tried the "well, actually they're worse for the environment" argument but AFAIK that's been debunked over and over again. It flares up now and then because:

  • A lot of people want electric cars to fail for some reason
  • Who doesn't love the irony of something that's environmentally good turning out to be environmentally worse?

Anyways, the power in our electric grid comes from dammed water. It's better than burning oil. There's an actual reason electric cars are part of national policy here.

I've always thought one of the biggest upsides of EVs is the flexibility of how they're powered. Like you alluded to, they work with whatever powers the local grid, which makes it easier for a country or region to move from one source of energy to another. I recognize that there are environmental issues with mining for and disposing of the batteries, but I think moving in the direction of technology that doesn't put all the energy eggs in one basket is a positive thing.
